The University requires a renewed subscription and maintenance agreement for our existing electronic medical records system through Point and Click Solutions.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for procurement expenditures for any ongoing software
license or maintenance agreement or competitively
solicited software purchase, when the software, license,
or maintenance agreement is available through only the
software creator or its manufacturer and not a reseller ( 30 ILCS 500/1-13 (b)(10)) The software product is the property of Point and Click and they are the only vendor that can maintain it. The software is proprietary to Point and Click and there are no authorized resellers.
