Comments:
It is important that this sole source have renewal options so there is no gap in services provided to patients and their families with Hemoglobinopathy/Sickle Cell disorders. Considering that the funding for this sole source is provided by a yearly grant by the Illinois Department of Health, the term was limited to one year duration. The dollar amount of the grant in the past has not been known until after the new fiscal year has started.

The University awarded a contract for services to conduct Sickle Cell clinics to OSF Healthcare Systems, Peoria, IL, for an estimated $25,500.
OSF Healthcare Systems services of staff to conduct 3 Sickle Cell clinics per month at the Children's Hospital of Peoria, Illinois. OSF staffing includes: a Staff Nurse, Clinical Nurse Specialist, Clinical Counselor, Child Life Specialist and a Clerk Receptionist. The University is paying for a small portion of the staff's total salary when patients are being seen inside the clinic. Since the clinic is housed inside the hospital, only OSF Healthcare staff can provide the service.
The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration. The OSF staff is experienced in dealing with children who have these kinds of illnesses and are able to provide state of the art care to the patients. The team of UICOM-P board-certified pediatric hematologist/oncologists, OSF sickle cell nurses, counselor and child life specialist all work together with other subspecialists to meet the often complex needs of these unique patients and their families. This clinic sees patients throughout Central Illinois, many of whom attend other of our IDPH-sponsored Outreach Clinics within the region.

We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
