This purchase is exempt from the usual selection processes in the procurement code because the procurement expenditures are necessary to provide artistic or musical services, performances, or productions held at a venue operated by a public institution of higher education. This purchase of Artistic or Musical services is made in accordance with 30 ILCS 500/1-12.
