Public Higher Education Bulletin
Vendors with multi-year contracts are reminded of their continuing obligation to update their financial disclosures and certifications any time changes occur such that they are no longer able to certify that they continue to meet all requirements to be eligible to contract with the State under Article 50 of the Illinois Procurement Code. Updates must be made no later than January 1 of each fiscal year covered by the contract after the initial fiscal year. Changes may be made by updating your IPG Vendor Registration at https://ipg.vendorreg.com or, if you are not in the IPG, by submitting new financial disclosures and certifications on paper forms that may be found on the CPO Website at https://www.illinois.gov/cpo/HigherEd/Pages/Forms.aspx.
Prohibition on Political Contributions
With the approaching election season, the CPO office would like to remind vendors of the prohibition on political contributions found in Section 50-37 of the Illinois Procurement Code. In most cases, contributions to the Governor and Lieutenant Governor as well as all other declared candidates for those offices are prohibited, as well as contributions made by entities and persons affiliated with your business. For more information, please see the CPO Public Information Notice.
All vendors who wish to bid on State of Illinois public university contracts must:
- Be a legal entity authorized to do business in Illinois in conformance with the Illinois Secretary of State
- Register with the Illinois State Board of Elections
- Hold a current Bidder Eligibility Number from the Illinois Department of Human Rights (IDHR)
To download solicitation documents, receive E-mail notifications of opportunities, and take advantage of other vendor services, vendors are encouraged to register for a My Bulletin account.
For more information about these and other vendor requirements, refer to Doing Business with Universities.
