The University awarded a contract for Laboratory Renovation Equipment.
This emergency/quick purchase was required due to a situation in which
the need for services to protect or further University interests was immediate and use of other competitive source selection procedures under the Illinois Procurement Code could not have been accomplished without significant risk of causing disadvantages to the University.
The university must renovate two biology laboratories, in time for its 2011 fall semester beginning in late August 2010. Recognizing its legal requirement for a competitive bid process should have been conducted, the time between the receipt of an approved design for laboratory casework and the time required for ordering the casework necessitated the University to declare an emergency- as the lead time for such equipment can be 6-8 weeks. It was therefore necessary for the university to take immediate action in order to guarantee the products' arrival and installation by August 15th.
