The awarded attorney shall be well versed in education, particularly higher education law, with reference to federal and state statutory and case law governing public education in the State of Illinois. Counsel must be licensed to practice law in Illinois. A minimum of ten years of legal practice and experience with public institutions of higher education governing boards is required. In addition, counsel shall be able to provide a broad range of legal services and prepare legal documents required by the Board.
