The University awarded a contract for HIV/AIDS policy and research institute to Let's Talk, Let's Test Foundation for $83,000.
This provider is the only economically feasible source for the Let's Talk, Let's Test program as the compatibility and continuation of service is a paramount consideration. This contract is a continuation of an existing relationship with the Let's Talk, Let's Test Foundation.

Sole source procurement is permissible when a requirement is available from only a single supplier or when only one supplier is deemed economically feasible. A requirement for a particular proprietary item does not justify sole source procurement if there is more than one potential bidder or offer or authorized to provide that item. The following are examples of circumstances that could necessitate sole source procurement:
  • 9 1) the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.
