The Board of Trustees of Eastern Illinois University hereby requests sealed bids for construction work on the a new Human Services building project (Bid # FR015626-b).

Separate sealed bids for Plumbing, Fire Protection, Heating, Ventilating and Electrical work will be received until June 25, 2002, 2:00 p.m. prevailing time.Separate sealed bids for General work will be received until June 26, 2002, 2:00 p.m. prevailing time.

Eastern Illinois University is accepting separate prime contract bids consisting of General (coordinating contractor), Plumbing, Fire Protection, Heating, Ventilating and Electrical work for the above project.

The building will be two stories with a basement, have approximately 34,000 square feet of floor area and is estimated to cost approximately 6 million dollars. The work includes civil, landscaping, structural, architectural, interiors, plumbing, fire protection, heating, ventilating, air conditioning, controls and electrical work.

Three complete sets of bidding documents will be made available for each bidder. A deposit of $400.00 is required for release of each set of bidding documents. Certified or cashier's check made payable to A. Epstein and Sons International Inc. will be accepted for the deposit. The deposit shall be returned upon return of all bid documents previously distributed to Bidder.

All bids from bidders must be on the "Bid Form" included in the Project Manual. Bidders must submit their bids in accordance with the bidding instructions in Document 00210 - Instructions to Bidders. The entire bid form must be completed in order for it to be considered.

Bid security in a dollar amount equal to 5 percent of the bid submitted shall accompany each bid in accordance with the Instructions to Bidders. Each bidder must have completed the qualification requirements in accordance with the Instructions to Bidders. Statutory Bonds for performance of the contract and for payment of mechanics and materials will be required in an amount equal to 100 percent of the accepted bid.

Bids shall be held good and may not be withdrawn for a period of 60 calendar days from the date of receipt.

All bidders shall pay employees involved with construction on this project not less than the prevailing wage rate.

Eastern Illinois University specifically reserves the right to reject any or all bids and to waive any informalities in the bidding and to accept bids which, in its judgment, will be for its own best interest.

Bidders are advised that approximately 30-60 days may elapse between a contractor's submission of invoice and the release of payment for such invoice.

Sealed envelopes containing the bids will be marked a new Human Services building. Bids will be received up to the hour of 2:00 PM local time, on Wednesday, June 26, 2002. Immediately after closing time for receiving bids, they will be opened publicly and read.

All bids must include:

  • Bid security (see complete bid for details)
  • A letter from a surety company in substantially the form set forth in the Instructions to Bidders assuring the issuance of the Performance and Payment Bond.
  • All bidders must submit a PC-2 form as required by the Illinois Department of Human Rights.

A pre-bid conference is scheduled for 9:00 a.m. prevailing time, June 13, 2002 in the Effingham Room at the Martin Luther King Union Building, Charleston, Illinois 61920.
