The Board of Trustees of Eastern Illinois University hereby requests sealed bids for construction work on the campus recreation improvements project (Bid # KR021097-a).
Eastern Illinois University is accepting separate prime contract bids consisting of general work (coordinating contractor) and electrical work for campus recreation improvements.
The work consists of construction of 4 softball fields and 4 football fields as indicated on the drawings. The work includes removing existing trees, providing electric light standards for 2 of the fields, fencing, gravel driveway and re-seeding.
Sealed bids for each separate prime contract will be received as follows:
Electrical work bids are due July 22, 2003 at 2:00 p.m. prevailing time; and ,br> General work bids are due July 24, 2003 at 2:00 p.m. prevailing time.
These bids will be opened and read publicly.
A pre-bid conference is scheduled at Eastern Illinois University, Facilities Planning & Management Conference Room, Charleston, IL 61920, at 9:00 a.m. prevailing time on July 15, 2003.

Three complete sets of bidding documents will be made available for each bidder. A deposit of $100 is required for release of each set of bidding documents. Certified or Cashier?s Check made payable to A. Epstein and Sons International Inc. will be accepted for the deposit. The deposit shall be returned upon return of all bid documents previously distributed to bidder. Plans must be returned within 30 days of bid date and in good condition in order to receive their plan deposit.
All bids from bidders must be on the "Bid Form" included in the project manual. Bidders must submit their bids in accordance with the bidding instructions in Document 00210 ? Instructions to Bidders. The entire bid form must be completed in order for it to be considered.
Bid security in a dollar amount equal to 5% of the bid submitted shall accompany each bid in accordance with the instructions to bidders. Each bidder must have completed the qualification requirements in accordance with the instructions to bidders. Statutory bonds for performance of the contract and for payment of mechanics and materials will be required in an amount equal to one hundred percent (100%) of the accepted bid.
Bids shall be held good and may not be withdrawn for a period of 60 calendar days from the date of receipt.
All bidders shall pay employees involved with construction on this project not less than the prevailing wage rate.
Eastern Illinois University specifically reserves the right to reject any or all bids and to waive any informalities in the bidding and to accept bids which, in its judgment, will be for its own best interest.
Bidders are advised that approximately 30 to 60 days may elapse between a contractor?s submission of invoice and the release of payment for such invoice.
Sealed envelopes containing the bids will be marked campus recreation improvements. Bids will be received up to the hour of 2:00 PM local time, on Tuesday, July 22, 2003. Immediately after closing time for receiving bids, they will be opened publicly and read.
