The Board of Trustees of Eastern Illinois University hereby requests sealed bids for construction work on the remediation and selective demolition at Blair Hall project.

A pre-bid conference will be scheduled at the Eastern Illinois University M.L. King University Union, Casey Room at 10:00 a.m., Thursday, October 14, 2004.

The scope of work includes asbestos abatement, structure drying, mold remediation and selective demolition following fire damage to the Blair Hall in preparation for renovation of the building. The building is currently unoccupied and has suffered from extensive water damage. Most fire damaged materials have been or will be addressed by others. The building consists of a crawlspace, partial basement and three floors above grade. The project will take place in all areas of the building. Some asbestos abatement will also take place on exterior components.

A refundable plan deposit in the amount of $100 per set made payable to KAM Solutions, P.C. is required. Certified, cashier's or company check is acceptable. Refunds will not be made unless the bidding documents are returned in full and in good condition within 30 days of the receipt of bids. Bidding documents will be transmitted by common carrier using normal delivery times. Additional shipping and handling charges will be paid by a person/organization requesting expedited delivery.

All bids from contractors must be on the 'Bid Proposal Form' included in the Project Manual. Bidders must submit their bids in accordance with the bidding instructions in Section 00100. The entire bid form must be completed in order to be considered.

Bid security in a dollar amount equal to five percent of the bid submitted must accompany each bid in accordance with the Instructions to bidders. Each bidder must have completed the qualification requirements in accordance with the Instructions to Bidders. Statutory bonds for performance of the contract and for payment of mechanics and materials will be required in an amount equal to 100 percent of the accepted bid.

Each bidder shall include a certificate of insurance with their bid.

Bids will be held good and may not be withdrawn for a period of 60 calendar days from the date of receipt.

All contractors must pay employees involved with construction on this project not less than the prevailing wage rate.

Eastern Illinois University specifically reserves the right to reject any or all bids and to waive any informalities in the bidding and to accept bids which, in its judgment, will be for its own best interest.

Bidders are advised approximately thirty to sixty days may elapse between a vendor's submission of bill and the payment of such bill.

Bids will be received up to the hour of 2:00 PM local time, on Thursday, October 21, 2004. Immediately after closing time for receiving bids, they will be opened publicly and read.
