The Board of Trustees of Eastern Illinois Universityhereby requests sealed bids for construction work on the Blair Hall renovations project.

Sealed bids for Heating Construction, Plumbing Construction, Ventilation Construction, Fire Protection Construction, and Electrical Construction will be received until 10:00 a.m. prevailing time Thursday, February 24, 2005, in the Office of the Director of Purchases, Administration, Room 1135 Old Main, at which time they will be opened and read publicly. Sealed bids for General Construction will be received until 2:00 p.m. prevailing time Thursday, February 24, 2005, in the Office of the Director of Purchases, Administration, Room 1135 Old Main, at which time they will be opened and read publicly.

A pre-bid conference for all construction is scheduled at the 3rd floor of the University Union, "Arcola/Tuscola" room on Tuesday, February 15, 2005, 10:00 a.m. prevailing time. At the conclusion of this meeting, a tour of Blair Hall will be conducted to allow access to the building.

The project generally consists of removal of a two-story portion of the existing building with basement, construction of a two-story addition with basement, and interior and exterior renovation of the existing building. The existing building consists of a crawl space and three floors above grade. Asbestos abatement, structure drying, mold remediation and selective demolition following fire damage have been or will be addressed by others.

Refundable copies of the Bid Documents are limited to four sets per prime bidder. Prime bidders are general contractors, heating contractors, plumbing contractors, ventilation contractors, fire protection contactors and electrical contractors whose primary work is similar to the work of this project. Each refundable copy requires a two-part deposit totaling $100 per set made payable to: RATIO Severns Reid Architects; one $25 check which is non-refundable, and one $75 check (or non-cash plan deposit programs which are guaranteed by contractor associations) which may be refundable. Bidding documents will be delivered by common carrier utilizing standard delivery times. Prospective bidders requesting expedited delivery shall pay applicable additional shipping and handling charges. Additional sets, sets for sub-contractors, vendors and suppliers not bidding directly to the Owner, or partial sets may be purchased from the printer for the reproduction and delivery costs as determined by Dean's Superior Blueprints, Inc.. , which is NOT refundable. Purchase of partial sets does not waive the prime bidder's responsibility to provide a complete bid.

Bidding documents are expected to be available after Noon, February 4, 2005.

All bids from contractors must be on the "Bid Proposal Form" included in the Project Manual. Bidders must submit their bids in accordance with the bidding instructions in Section 00100. The entire bid form must be completed in order to be considered. Each Bidder shall include a certificate of insurance with their bid.

Bid security in a dollar amount equal to five percent of the bid submitted must accompany each bid in accordance with the Instructions to Bidders. Each bidder must have completed the qualification requirements in accordance with the Instructions to Bidders. Statutory bonds for performance of the contract and for payment of mechanics and materials will be required in an amount equal to 100 percent of the accepted bid.

Bids shall remain good and may not be withdrawn for a period of sixty calendar days from the date of receipt.

All contractors must pay employees involved with construction on this project not less than the prevailing wage rate.

Eastern Illinois University specifically reserves the right to reject any or all bids and to waive any technicalities in the bidding and to accept bids which, in its judgment, will be in its own best interest.

Bidders are advised approximately thirty to sixty days may elapse between a vendor's submission of bill and the payment of such bill.

Bids will be received up to the hour of 2:00 PM local time, on Thursday, February 24, 2005.Immediately after closing time for receiving bids, they will be opened publicly and read.
