Governors State University is seeking proposals from qualified firms to provide operational assessment and evaluation services as defined, for various departments of the University.
Retainer agreements will be issued to awarded firms, on a section-by-section basis. Additional specifications will later be defined with specific deliverables, schedule and scope statements for the firms qualified and recommended for each section.
There is no guarantee of award or contract. At minimum, the awarded vendor will be required to: identify data and collect in order to measure both the value of departmental activities and the effectiveness of current operations; assist in analyzing data, identifying trends, assessing results, etc. so that the administration can realize the maximum benefit from the information obtained; recommend policies, programs, and procedures to increase productivity; analyze current policies and procedures before recommending strategic changes which will improve efficiency, reduce costs, and improve customer service.
The awarded firm will be required to provide deliverables, which may include: best practices, benchmarking, authoring specifications for bidding, financial impact research and indirect cost analysis.
The University is interested in receiving hourly rates for related fees and services for potential implementation on an as needed basis. Multiple contract awards may be issued for this work, dependent on availability, need, cost, and area of expertise.
The evaluation criteria will include at minimum: expertise in the specific area/department requesting evaluation and assessment, financial stability, scheduling availability, staff and project management and related experience of each, familiarity with the mission and operations of GSU and institutions of higher education in the State of Illinois, and other specifications.
