The University awarded a contract for Advance Placement (AP) exams for IMSA students.
This emergency/quick purchase was required due to a situation in which the need for services to protect or further University interests was immediate and use of other competitive source selection procedures under the Illinois Procurement Code could not have been accomplished without significant risk of causing disadvantages to the University.
On Monday April 13, 2015 at 10:34 a.m. we were informed by Educational Testing Services (ETS) that payment for the AP exams needed to be made payable to College Entrance Examination Board, DBA The College Board. We were advised by ETS that this change had just occurred. ETS stated “There has been a change in some processes regarding College Board products and Services and the way that our customers will need to remit payment and receive information. Treasury and Tax have an initiative to separate all of the ETS financials from College Board financials for compliance. To do so, effective immediately, we will be utilizing College Board owned bank accounts for the processing of payments for College Board owned products and services via paper check, ACH/Domestic Wires, and International Wires. We will also be providing customers with the College Board’s Tax Identification number if they are requesting tax information for a College Board owned product or service”
The AP Examinations are administered each year in May and represent the culmination of college-level work in a given discipline in a secondary school setting. Rigorously developed by committees of college and AP high school faculty, the AP Exams test students' ability to perform at a college level. The involvement of college faculty at all levels of exam development and scoring ensures that the AP Exams truly reflect college-level achievement.
High School seniors take AP courses and then AP exams to be placed at the correct University level for that subject. If they place high enough they receive university credit for the course, saving tuition and fees. This is a flow through expense in that the students pay IMSA to take the test and then IMSA paysThe College Board. IMSA proctors the exams. No state dollars are spent.
IMSA 15027/COD15027 with Educational Testing Services must be canceled. A new contract must be processed as soon as possible with College Entrance Examination Board, DBA The College Board. AP exams begin on Monday May 4. 2015 and continue through Friday May 15.2015 IMSA has 311 students registered to begin 761 exams on Monday May 4. 2015.
