The University awarded a contract for Scientific Research to Bio-Rad Laboratories, Inc., Hercules, CA, for an estimated $10,000,000.
The University has a need for Scientific Products, Supplies, and Services related to research. Bio-Rad continues to be an innovator in the scientific realm and offers products and services that are essential to university research. Researchers are unable to maintain continuity of their research without maintaining continuity of the scientific products and services available to them. By allowing for a term contract, we are allowing them to maintain this continuity over the term of the award. The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Bio-Rad Laboratories, Inc. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form. Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university's need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below. The University has determined that this purchase is only economically available from this source because researchers may be faced to disrupt on-going experiments and research. This disruption would cause great delay to their research, experiments, loss of time and many other resources. Such delay may render their research unreliable and non-publishable. Which may result in loss of funding and ultimately, loss of researchers and professors at our Universities.
