The Board of Trustees of Illinois State University on the behalf of the Illinois Public Higher Education Cooperative (IPHEC) is issuing a Request for Information (RFI) regarding a web-based platform to provide IPHEC universities with a method to provide students, faculty and staff with access to a variety of insurance products and services that they can purchase for their own use.
This pre-solicitation request for information (RFI) invites vendors to submit non-price information about the availability and functionality of products and services.
IPHEC is an agent for preparing specifications, advertising, receiving, opening, tabulating, and evaluating competitive sealed bids on behalf of the Governing Boards of each member State University. IPHEC consists of all nine (9) state universities in Illinois.
IPHEC risk managers receive numerous inquiries from its students, faculty and staff about procuring different types of insurance coverages that are not offered through the universities (see full document for examples).IPHEC risk managers want to provide a solution for these types of situations. However, the member universities do not want to be involved in the transaction. A web-based portal should provide students, faculty and staff with a menu of options of the products you represent, a payment method (such as credit and/or debit cards) and the ability to obtain proof of insurance.The web-based portal needs to have the ability to be customized for each individual IPHEC member institution because not every institution may want to offer the same menu of services.
No university may receive any revenue from these transactions, nor will any university make payment for these transactions and services. The goal is to facilitate and not manage the transaction. If IPHEC makes an award, the Proposer may be expected to enter into separate contracts with the individual universities and not with IPHEC.
