The Board of Trustees of Illinois State University (âISUâ or âUniversityâ) on behalf of the Universityâs Housing Services is seeking Proposals from qualified providers regarding the provision of student residential facilities in several possible locations on or near the campus. The University is seeking to augment its current on-campus housing offerings to meet the needs of single, undergraduate, sophomore, junior and senior students in a housing type not readily available on the campus. The University wishes to pursue a public-private partnership arrangement with established firm(s) that may include an operating agreement that has the option to culminate in ownership of the asset after a stated period of time.
The contracted firm(s) may be responsible for the provision, and operational property management of a completely developed student housing facility, including the responsibility for any new construction from project inception, design through completion and initial occupancy by ISU students.
The University wishes to have developers make residential living space available for up to 1,500 new beds/single students (preferably in apartment-style facilities that are designed to accommodate at least 200 students at the same site) at location(s) on or near campus.
Occupancy availability for ISU students in any proposed facilities is required beginning August 13, 2012.
The University reserves the right to make multiple awards to this RFP. The University reserves the right to enter into contracts with other selected vendors for any and all services it deems necessary.

Although the desired contract can be considered a concession under State of Illinois Procurement codes, ISU is following a more comprehensive Request for Proposal process to insure fair competition.
