Illinois State University and the Economic Development Council of the Bloomington-Normal, Illinois area have partnered on a project to develop a plan to create a business incubator for small to medium-sized businesses that will assist regional business development. It has been determined by the committee that it is essential to have a feasibility study and needs assessment written before developing a business incubator. Funding has been provided by the Small Business Administration (SBA) to Illinois State University (University) to facilitate project management for developing a comprehensive plan for building a business incubator in McLean County. Illinois State University therefore requests that a consultant who has expertise and experience in writing feasibility studies for business incubator projects submit a proposal to perform services in 2008-2009.
Based on the findings of the feasibility study, it will be determined whether it is advisable to embark on further planning and development for the business incubator in McLean County. If the feasibility study determines there is a market and need to develop a business incubator in McLean County, the next step will be to develop a business plan. The consultants who completed the feasibility study maybe asked at the discretion of the University to write a business plan for the McLean County Business Incubator.
