The Board of Trustees of Illinois State University (ISU) is seeking a Third Party Administrator (TPA) to provide an automated package of services for the ISU 403(b) Plan (The Plan) and adapt to any future investment options presented by the University. ISU desires to find a TPA that will use current information technology to provide a combination of the following services: common remitter services, loan and hardship coordination, limits monitoring, on-line enrollment and deferral modification, plan recording keeping, plan data reporting and retirement investment education for enrollees. These services will facilitate and coordinate compliance with all applicable 403(b) regulations. These services will provide improved accessibility to enrollment, deferral modification, investment performance information and applicable law information for our eligible employees. The final awardee will be required to provide such services with any/all investment service providers authorized by the University. The final awardee may be offered the opportunity to provide investment services during the existence of the 3rd party service agreement.
The administration services will interact with ISU Departments to provide information about new enrollments, deferral changes, loans and their repayment or lack of repayment, hardship distributions and IRS Code permitted distributions. This service will also interact with ISU Payroll and Benefits Departments to comply with the 403(b) Plan Document, correct errors, stop excess deferrals prior to need for refunds from providers, and comply with hardship distribution regulations regarding cessation of deferrals and track participant activities.
