The University awarded a contract for Radio Tower and associated consulting services to Rock in Victory Ministries, Inc., Bloomington, IL, for $174,000.
Rock inVictory Ministries (RIVM) will provide tower space to Illinois State University (ISU) to install, operate and maintain an FM antenna at a height of 100 ft. for the purpose of facilitating a transmit and receive antenna radio system. They will also provide appropriate personnel to aid in the transition of RIVM’s Low Power FM Broadcast license (FCC License) and radio station to WZND, including both technical and administrative assistance, including but not limited to, implementation of non-commercial policies and procedures and a development plan.
This purchase is only economically available from a single source because the
spot market of tower space.

A public hearing will be held at which interested parties may testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of
evidence will not apply.
The hearing panel will produce minutes of the hearing and may record it in order
to aid in the production of the minutes. Interested parties wishing to comment
for or against the determination may do so in writing or in person. If you wish
to testify, prior registration is requested to ensure adequate time is allowed for all parties.
