Illinois State University is seeking statements of qualifications from engineers to perform work related to the interconnection of the existing chilled water distribution zones on the main campus. There are six chilled water plants that serve the campus buildings. These are the Southeast Plant, the Northeast Plant (located in the Science Lab Building), the South Campus Plant, the North Campus Plant (located at the Heating Plant), the Northwest Plant, and the Bone/Milner Plant. This interconnection project will only include the Southeast, Northeast, South Campus, North Campus Plant, and the Bone/Milner Plant. The Northwest Plant is remote to the main campus and will not be included in this project.
As buildings have been added to each of the existing chilled water distribution zones capacity of the existing systems are re-evaluated. To ensure adequate capacity for all facilities on the various zones and redundancy for improved reliability and flexibility of operations, it is proposed to create projects to tie-in adjacent distribution zones. Connecting the separate looped systems will provide backup capability to each system as well as the ability to adjust capacity to take advantage of the most energy efficient equipment through all temperature ranges of the cooling season. This purpose of this project is for the selected designers to 1.) study alternative ways to provide that increased reliability and to 2.) design the actual connections of five chilled water plants. It is anticipated that implementation of the design will be phased over two or more years.
The following is a brief description of the phased project to be undertaken. Refer to the attached image.
PHASE ONE:
Complete an engineering design and cost estimate to interconnect the Northeast Plant (originating in the Science Lab basement) with either 1.) the Southeast Plant system from the Stevenson Hall basement or 2.) the North Campus Plant through the existing tunnel system.
PHASE TWO:
Complete an engineering design and cost estimate to extend the South Campus Plant system from the extension into the south tunnel near Fairchild Hall to the North Campus Plant system at the Heating Plant.
PHASE THREE:
Complete an engineering design and cost estimate to extend the North Campus Plant system from outside the Heating Plant to the Bone/Milner Plant.
Each phase is independent of the others and listed in priority order. The University?s intent is to complete the Schematic Design for all three phases of work and complete the Construction Documents as the budget year permits. Based on very preliminary observation by University staff, it is believed that the cost of each phase is roughly equal to the others.
Design firms interested in submitting their qualifications should have demonstrated knowledge and experience with zone chilled water cooling and their effects on building systems. No project costs have been established for this project at this time. These costs will be developed by the engineers and their consultants as the design progresses
As a project funded by the University, the following are required: Complete A/E 3D Building Information Modeling (BIM) during the entire design process
