Illinois State University is seeking statements of qualifications from architectural and/or engineering firms interested in providing design support services for the replacement of the existing playing surface of the softball stadium field with a synthetic turf product.
The Marian Kneer Softball Stadium complex was constructed at its current location in 1998. It was, and is, constructed as an NCAA compliant venue, with a ?skinned? infield and a natural grass outfield. A drainage system exists under the field and the grass outfield is irrigated.
The University, with guidance and assistance from this design consultant will, acquire and have installed, separately, a synthetic turf product over the entire field, including the pitcher?s bullpens. The engineering design for this project will include a site survey and assessment, with any recommendations, and the necessary base and sub-base construction, grading, drainage, etc., for installation of the synthetic turf. Firms interested in submitting their qualifications should have demonstrated knowledge experience, and expertise with facilities of this higher education athletic typology. The designers and any required sub-consultants will be responsible for developing a comprehensive construction budget and schedule for this project.
As a project funded by the University, the following are required:
Complete A/E 3D Building Information Modeling (BIM) during the entire design process.

A list of University-supplied NIGP commodity codes is included in Part III of this solicitation's BEP Utilization Plan. Per the Utilization Plan's instructions, vendors who request a waiver from the goal on the basis of good faith efforts must exhaustively contact each vendor certified with the University-supplied commodity codes and document that contact in the Utilization Plan's Good Faith Efforts Contact Log. Waiver requests cannot be granted without exhausting outreach efforts in accordance with the Utilization Plan. For current and official BEP resources go to: https://cms.diversitycompliance.com.
If the list of University-supplied NIGP commodity codes excludes a code that a prospective respondent or BEP-certified vendor believes should be included with the solicitation, additional codes may be requested and must be submitted by the question deadline for this solicitation. These requests should be made through a commodity code addition form supplied by the University buyer assigned to this solicitation. Email the buyer to obtain this form. If requested, additional University-supplied commodity codes may be added to the Utilization Plan by addendum at the University's discretion.
Subcontractors must meet the same requirements as prime contractors to do business with Illinois State University.
This bulletin is the only official source of documents for this solicitation. Clarifications or modifications to drawings or specifications will be posted via addendum. To give questions appropriate consideration and to give bidders time to respond to the resulting clarifications, the University requires that all questions be submitted no later than�4:30pm February 14, 2020 to Jackie Gunderson at jnmaste@ilstu.edu.
