The QBS process will be awarded based on the selection process outlined in the document attached to this posting. All instructions and information required to respond to the QBS are in that document. Any additional requests and inquiries MUST be submitted to the Purchasing Office contact indicated below. ISU Fine Arts Faculty, Staff, and Students are not authorized to discuss this project with potential respondents.

Project Description
Illinois State University is seeking statements of qualifications from architectural and engineering firms interested in providing complete design services for its planned Fine Arts Complex Rehabilitation Project. Design Services will include programming, planning, design and construction administration for the rehabilitation of the University’s Fine Arts Complex. Firms interested in submitting their qualifications should have extensive design knowledge of Fine Arts spaces and be able to assemble the appropriate support and complementary consultants necessary to complete a high quality Fine Arts project. The estimated project cost is $54,000,000.

This project will be funded by the State of Illinois Capital Development Board (CDB). Pre-qualified with CDB is required.

This project may include but not be limited to demolition and/or renovation of select parts of Centennial East, Centennial West and the Center for Visual Arts and construction of new facilities in support of the University’s College of Fine Arts and its programs. The project program includes, but is not limited to the creation of appropriate spaces for:

• Art – 2D, 3D, including ceramics, wood, drawing, painting, photography, etc.

• Music – practice, rehearsal, performance, etc.

• Theater (incl. dance) – practice, rehearsal, performance, costuming, scenery, etc.

• Instructional support spaces (classrooms, offices, galleries, etc.)

• Maximum flexibility and technological capabilities

The design service scope includes providing engineering design for heating/cooling/ventilation, lighting, plumbing, electrical, life safety, and program specific required engineering systems.

The following are requirements for this project:

• Complete A/E 3D Building Information Modeling (BIM) during the entire design process

• LEED Silver Certification

Only those firms which meet the following qualifications will be considered:
  • Submitted 3 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a BEP goal for this procurement. See solicitation documentation for details.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
