Project Description
Illinois State University is seeking statements of qualifications from architectural and engineering firms interested in providing design services for the construction of a softball stadium on the main campus. Work will include the design of a complex that includes a press box, stadium seating, dugouts, and other amenities associated with such an effort. This stadium will become a part of the existing softball field and field lighting, which are not expected to be modified. Design will occur in two parts: the first being a conceptual design to determine scope and cost, the second the creation of construction documents suitable for bidding. The estimated cost for this work is yet to be determined.

Vendor/Bidders may qualify to submit bids or proposals to state universities of Illinois only if they are a legal entity authorized to do business in Illinois prior to submitting the bid, offer or proposal. A Vendor/Bidder must be: • A legal entity • Registered to conduct business in Illinois • In good standing with the Illinois Secretary of State Specific information regarding compliance can be obtained from (30 ILCS 500/1.15.80, 20-43). Please contact the Illinois Secretary of State for additional information. Effective January 1, communications regarding the specifications of this solicitation, which are not given in a public forum, are subject to public reporting. Questions regarding where the bid is to be mailed, the date and time of the opening or how to obtain a copy of the solicitation or any other procedural question will not need to be reported. The disclosure of the inquiries that need to be reported will include the name, address, phone number and email address of the person and firm making the inquiry. Any firm or individual who wishes to submit their qualifications in response to this solicitation must comply with the vendor requirements listed above, submit the State Board of Elections (SBE) certificate of business entity registration, complete and submit the Contractor Certifications and Conflicts Form (attached), complete and submit the Contractors Disclosures and Conflicts of Interest form (attached), and complete and submit the Vendor/Contractor Use of Subcontractors Form (attached). If you do not submit the SBE certificate (if required), the completed Contractor Certifications and Conflicts Form, the Contractors Disclosures and Conflicts of Interest form, and the Vendor/Contractor Use of Subcontractors form your qualifications may not be accepted by the University.
Your statement of qualifications must include the information requested above, the information included on the CDB 255 form, and any other information about your firm that you would like to include pertaining to this project. A copy of your CDB pre-qualification confirming your registration, the (1) Certificate of Business Entity Registration from the State Board of Elections, a copy of your (2) Contractor Certifications and Conflicts Form, (3) Contractors Disclosures and Conflicts of Interest form, (4) Vendor/Contractor Use of Subcontractors form, must be included in your response. Three copies of your statement of qualifications must be sent to Robyn Schuline, 1220 Purchasing Office, Uptown Crossing, 100 South Fell Avenue, Suite D, Normal IL 61761. Statements of Qualifications are due May 24, 2011, at 2:00 PM local time.

Only those firms which meet the following qualifications will be considered:
  • Submitted 3 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
