Project Description
Illinois State University is seeking statements of qualifications from architectural and engineering firms interested in providing planning and design services for constructing a new Campus Recreation Center on the main campus. The Center will contain gymnasium/activity spaces, weight training/cardio fitness rooms, an aquatics area, a climbing wall, and other activity spaces as well as the spaces that support recreation. The Center will also house the academic offices and laboratory/classroom spaces of the School of Kinesiology and Recreation.

Qualifications and supporting materials will be accepted at the address below until 2:00 PM, Tuesday June 6, 2006:

The University is requesting two separate statements of qualifications. The University will be seeking a "regional" firm as Architect of Record, to manage the design process, prepare the construction documents, and provide construction administration services. The University will also be seeking a recreation center consultant, one specializing in recreation facilities, to provide planning and evaluation services to fully develop and accommodate the facility functions.
Please mark submissions as either "Recreation Center - Architect/Engineer" or as "Recreation Center - Consultant." Do not provide a joint venture submittal creating an architect/consultant team, as the University will create the design team. If a single regional firm feels qualified to provide both Architect of Record and recreation center consultant services, attach a letter of explanation to the "Architect/Engineer" submission to alert the University of such a desire, and then provide ample evidence within the submission. The University maintains the right to create an architectural/consulting team, regardless of such a submission. While the University will not be seeking formal LEED certification, it will be applying LEED standards in the design of the Recreation Center. Please note any team members who are LEED professionals in your submission. Total design budget to achieve bid documents for this project is approximately $2,200,000. Construction funding will be requested at a later date.
Your statement of qualifications must include the information included on the CDB 255 form and any other information about your firm that you would like to include pertaining to this project. A copy of your CDB pre-qualification must be included in your response. Three copies of your statement of qualifications must be sent to Robyn Schuline, 117 Hovey Hall, 1220 Purchasing Office, Normal IL 61790-1220. Statements of Qualifications are due June 6, 2006, at 2:00 PM Local Time.

Only those firms which meet the following qualifications will be considered:
  • Submitted 3 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
