Illinois State University is seeking statements of qualifications from parking planning consultants, architects and engineers to provide planning, programming and design assistance for the University. The purpose is to develop a Master Plan for Illinois State University parking facilities. It is envisioned that this engagement will encompass future capital planning and operational and maintenance planning involving existing and planned new assets. Areas of engagement focus will include maintenance and repair schedules for the existing lots and structures, design plan locations for new parking lots or structures, and developing ideas, concepts and programs for maximizing parking revenues. All Master Plan ideas and recommendations will include projected capital and operating expenses.
The award for this QBS may consist of multiple phases.

Only those firms which meet the following qualifications will be considered:
- Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
- Registered and authorized to do business in the State of Illinois.
- Utilize an AutoCAD compatible system to provide documents.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
