Northeastern Illinois University entered into a A/E Professional Services agreement with SmithGroupJJR on May 29, 2015 for a Detention Basin Expansion Project. The agreement included a final completion date of January 8, 2016. Smith completed the initial work of obtaining permits and of designing the architectural plans for the Basin project. NEIU paid $49,053.60 to Smith for the initial design/permit work. The remaining work on the NEIU contract for Smith (approximately $23,666) was to oversee and provide site visits for the construction of the Basin once the general contractor began its work. In FY 16 and FY 17, the State of Illinois was unable to effectuate a budget for state agencies and universities. As a result, many contracts that were in effect in July 2015 were “put on hold” or stayed, pending finalization of a budget. NEIU attempted to continue on with the Basin project as it was paid for with non-appropriated/university funds, but in January 2016 Smith was notified the NEIU contract was on hold due to the impasse. NEIU now seeks to move forward with the completion of the Basin project. Smith has estimated that approximately $40,000 more will be needed in addition to what it has been paid ($49,053.60) for it to complete its work (total $89,053.60, which is approximately $16,334 more than the original contract amount of $72,720). The remaining work is to pay for a storm water review required by city officials (approximately $8,000), update the plans, and provide site supervision once construction of the project begins. NEIU has determined that it is in the best interest of the State to contract with SmithGroupJJR to complete the A/E services.

Comments:
CDB handled the contract negotiations and will own the contract as this is a CDB project. It was approved by the CDB Board at its January 13, 2014 public meeting. Upon conclusion of negotiations, the CDB SPO approved the contract on May 29, 2014. See the CDB web site for award information regarding NEIU's project number 817-010-055.

A BEP goal of 13% has been met through subcontracting efforts.

Project Description
The Board of Trustees of Northeastern Illinois University hereby requests letters of interest and statements of qualification from Architectural or Architectural/Engineering firms to provide professional services for the University Education Building project.

Northeastern Illinois University is planning to construct a new Education Building to effectively meet the teaching, learning, service, and research needs of the Universityâ??s students, faculty, staff and external constituents. This project will be funded by the Illinois Capital Development Board (CDB) and all contracts will be with CDB. The State of Illinois has appropriated $73 million for this project. Project design and construction management will be a coordinated effort between Northeastern and CDB.

The Education Building is planned to be approximately 160,000 GSF and 96,000 NASF; will include general and specialized classrooms; clinics and laboratories for undergraduate and graduate students and faculty; and meeting and conference spaces. Plans call for the building to be completely wired for new technologies including distance education rooms, a conference center, and a research and professional development center. It will accommodate specialized classrooms for Science Methods and Early Childhood, and clinical areas for Special Education, Reading and Counselor Education. Space will accommodate new graduate programs and a Research and Development Center to support graduate studies and student collaboration.

The University seeks an architectural or architectural/engineering firm to provide building programming, concept design, design development, engineering, cost modeling, construction documentation and project manuals, bidding, and construction administration. The Education Building will be located on the southern portion of Northeastern Illinois Universityâ??s main campus. The Education Building will incorporate existing and new infrastructure systems for heating/cooling, water use, electrical, sanitary and storm water systems, and BIM technologies.
