Project Description
Northeastern Illinois University, in accordance with Public Act 87-673, is seeking engineering firms interested in providing professional services for professional engineering services for Asphalt Parking Pavement and Concrete Parking Deck Maintenance & Repair - Project No. 00-600-1106 at Northeastern Illinois University, Chicago, Cook County, Illinois 60625.

The selected firm(s) shall provide professional services consisting of inspection, evaluation, and prescriptive repairs for asphalt road and parking pavements and concrete parking decks for approximately 3,000 parking spaces located at 5500 N. St. Louis Ave, and 700 E. Oakwood Blvd., Chicago, Illinois. Services include close-up condition inspections, evaluations, repair alternatives, cost estimating and recommendations. Services will also include preparation of technical specifications and detailed drawings for complete repair and rehabilitation and construction administration including performing site inspections to allocate repairs and monitor work.
Services
The professional architectural engineering services consultant is to provide professional services on an open-ended basis for the fiscal year ending June 30, 2008 with options to renew for up to three additional fiscal year periods (July 1st through June 30th). Services shall be performed on an as-needed basis during the contract period. The University may select multiple consultants from this request. There is no guarantee of work to be assigned. Services shall be performed on an as-needed basis during the contract period.

Estimated Project Cost
Projects are generally limited to those with project costs up to $600,000 or professional fees up to $60,000. Should the University select multiple consultants from this request, each consultant selected may be limited to an aggregate of $300,000 in fees per fiscal year.

Deadline
Four copies of submittals must be received no later than 2 PM local time, Monday, June 18, 2007 in the Northeastern Illinois University Purchasing Department, 5500 North St. Louis Avenue, Chicago, Illinois 60625-4699. All information received must be submitted on the CDB Standard Form 255 current edition (July03), additional pages are not necessary. See CDB web page at www.cdb.state.il.us/ (see Reference Library). Do not use binders. Any incorrect, incomplete or misleading information given on the CDB 255 Form may result in the rejection of a submittal. The number of individuals licensed in Illinois is of significant importance. Submittals by a joint venture will not be considered. There will be no time extensions of the deadline and submittals may not be faxed. Requirements and Related Information
Firms and their preferred consultants must be prequalified with the State of Illinois Capital Development Board (CDB) in the required areas of the scope of work. However, this project will not be administered by the Capital Development Board and all contracts will be with Northeastern Illinois University.
Firms meeting the following minimum qualifications will be considered for selection:
  • Licensed to practice as an architect or engineer in the State of Illinois
  • Registered and authorized to do business in the State of Illinois
  • Must provide professional liability insurance for a minimum of one million dollars ($1,000,0000) with a minimun deductible of one hundred thousand dollars ($100,000)<
  • Overall design quality of the projects submitted
The following project-related criteria will be used to evaluate the firms requesting consideration for selection:
  • Experience with a range of asphalt road, parking pavement and concrete parking deck maintenance & repair deck project types and sizes
  • Project team (firm and staff) qualifications
  • Firm/staff capacity
  • Experience with institutional clients/projects
  • Experience with State of Illinois Procurement Requirements
  • Proximity to Northeastern Illinois University

  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
