The low bid submitted by Hickey Electrical Contractors, Inc. ($254,735) was determined to be non-responsive because it failed to satisfactorily meet a requirement of the solicitation and Business Enterprise Program (BEP) Utilization Plan to demonstrate that a good faith effort was made to source certified BEP vendors. All Tech Energy, Inc. ($259,354) is a certified BEP supplier.
The State Purchasing Officer for this procurement is now Lee Saulter.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
Furnish and install all necessary labor, material and equipment required to complete the project known as Bldg. G 4160V Interior Substation Replacement, Project No. 07-022A-0211 consisting of electrical, mechanical, and architectural modifications to the existing electrical vault in Building G. The interior substation consists of 4160 volt primary load break switches, a 300 KVA dry-type transformer, with a 208Y/120 volt three phase four wire secondary; and a secondary distribution system in a primary selective configuration. In order to maintain on going operations, the substation's replacement and required power outages will need to be completed within a ten day University break (starting midnight on 12/19/2012 and ending at noon on 12/30/2012. Other work will include but not be limited to: disconnecting and reconnecting secondary distribution feeders, provision for temporary generators and cabling, new doors for the vault, and ventilation improvements. Northeastern Illinois University is pre-purchasing the switchgear. The Contractor shall accept, protect, store, install and test the unit substation switchgear.

A MANDATORY pre-bid meeting will be held on Wednesday, June 27, 2012@ 10:00 AM, in Student Union SU 215.

BID SECURITY: $22,000.00
