Project Description
Northeastern Illinois University is seeking bids from qualified firms to provide all necessary labor, material and equipment required to complete the project known as the El Centro Campus, Project No. 65-0000-1111.

This new location consists of construction work located on three plus acres of land which is bordered by N. Drake Avenue, W. Henderson St. and N. Avondale Avenue. The new site will have an approximate 60,000 square foot three story facility on an approximate 20,000 square foot footprint with outdoor parking for approximately 200 cars. The new facility will contain offices for faculty and staff, classrooms, computer lab, resource center, gathering spaces for students and community and an open third floor terrace. It will also be equipped with the most current technology to aid with communication and teaching. The design and use of materials for this facility also reflect the innovative and forward thinking for this center. The upper portion and parts of the lower portion of the building will be glass (curtain wall system) with a passive sun-shading panel system that controls the amount of sunlight that is allowed into the building. The remainder of the building (ground floor portion) will have a protective rain screen system with punched openings (orthogonal shaped windows) for natural light. At the main entry (south end) a glass cantilevered roof, that houses one of the classrooms on the second floor, will project above to create an inviting covered entry space for the building. The roof will be used for a photovoltaic array.

The El Centro Campus project is funded entirely by Northeastern Illinois University. This is not a State of Illinois Capital Development Board (CDB) project.

All prime contractors must be prequalified. If a prime contractor has not already received notice of prequalification from the University, it must complete the prequalification form that is part of the bid document. A list of prime contractors prequalified to date can be found in an attachment to this solicitation notice.

Separate Prime Contracts will be awarded for:

1. General Construction - Including responsibility as coordinating contractor
2. Plumbing
3. Heating
4. Ventilating
5. Electrical
6. Fire Suppression

BID SECURITY: 5% of the base bid amount

A MANDATORY pre-bid meeting will be held on Friday, February 22, 2013 @ 2:00 P.M., in the Student Union Golden Eagles Room located on the main campus of Northeastern Illinois University at 5500 N. St. Louis Ave, Chicago, IL 60625 . All interested respondents MUST attend this meeting in order for their bid to be accepted. Bids will be due on March 11, 2013 at 10:00 am in the Purchasing Department, 4th Floor, Sachs Administration Building C, located on the main campus.

The full construction document set and the full project manual can be downloaded on Friday, February 15, 2013 at 1:00 PM by following the instructions on the attachment to this solicitation notice.

Northeastern Illinois University strongly supports the participation of businesses owned by Minorities, Females and Persons with Disabilities (MAFBE). The University desires participation either on a direct basis or through sub-contracting efforts. The University has set a Business Enterprise Program (BEP) Utilization Plan goal of 25% for this project and bidders will be required submit a Business Enterprise Program (BEP) Utilization Plan in accordance with Section 004115 of this bid document.
