Northeastern Illinois University entered into a contract with Accel Construction Services Group, LLC ("Accel") on November 3, 2015 as the General Contractor for the Detention Basin Expansion project. The contract included a final completion date of January 29, 2016. Accel completed the initial work of obtaining insurance, bonds, general requirements, etc. and landscaping & storm submittals for the project. NEIU paid $43,065.98 to Accel for the initial work. In FY 16 and FY 17, the State of Illinois was unable to effectuate a budget for state agencies and universities. As a result, many contracts that were in effect July 2015 were “put on hold” or stayed, pending finalization of a budget. NEIU attempted to continue on with the Basin project as it was paid for with non-appropriated/university funds, but in January 2016 Accel was notified the NEIU contract was on hold due to the impasse. NEIU now seeks to move forward with the completion of the Basin project. Accel has estimated that approximately $237,936.00 more will be needed in addition to what it has been paid ($43,065.98) for it to complete its work. New proposed amount is $846,364.00. The architect for this project SmithGroup, Inc. and NEIU has determined that the proposed costs are fair and reasonable and within the architect's revised estimates to complete the project. Therefore, it is in the best interest of the State to contract with Accel Construction Services Group, LLC. to complete the General Contractor work for Detention Basin Expansion.
The State Purchasing Officer for this procurement is now Nicole Krneta Rogers.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
Northeastern Illinois University is requesting bids from qualified contractors to furnish and install all necessary labor, material and equipment required to complete the project known as Detention Basin Expansion Bid No. 82-1000-0415 consisting of the expansion and rework of the existing detention basin at the south end of the main campus located at 5500 N. St. Louis Avenue, Chicago IL 60625. The scope of work to include expansion of the detention basin to accomodate for the added storage required by the Student Housing and the Education Building projects.

This will be a single prime contract:

General Construction - the Prime General Construction Contract includes the responsibility for all the work on this project.

A MANDATORY pre-bid meeting will be held on August 17, 2015 @ 10:00 AM in Student Union SU-216.

General: 5% of the base bid

Northeastern Illinois University strongly supports the participation of businesses owned by Minorities, Females and Persons with Disabilities (MAFBE) and has established a goal that 20% of the resultant contracts be awarded to Business Enterprise Program(BEP)/MAFBE owned businesses. The University desires participation either on a direct basis or through subcontracting efforts. Bidders must submit a Business Enterprise Program (BEP) Utilization Plan in accordance with Section 004115 of the bid document.
