Northeastern Illinois University desires to lease space for its El Centro educational center. El Centro provides educational, career, and cultural opportunities primarily, though not exclusively, to the Latino community.

The preferred location for the El Centro campus is a northwest side of Chicago neighborhood with a high percentage of Latino population such as Humboldt Park, Logan Square, Avondale, Hermosa, and Kelvyn Park. Lease property should be located between Irving Park Avenue on the North, Division Street on the South, California Avenue on the East, and Harlem Avenue on the West. The lease location must be within one-half mile of at least one public transportation stop and ten minute access to major expressways.

The University requires that proposals are submitted only by principal property owners or contracted owner’s representatives who are exclusive representatives of the proposed property. Specific property requirements are provided in the attached document. The initial term of the lease shall be for five (5) years, with the option to renew for up to five additional years. The maximum lease term is ten years.

Requests for clarifications and questions will be accepted until 3:00 pm, CST, Friday, March 25, 2011. Questions must be directed to Robert Filipp in writing only via E-Mail at R-Filipp@neiu.edu. Clarifications and answers will be posted via addendum on the Illinois Public Higher Education Procurement Bulletin no later than 3:00 pm, CST, Wednesday, March 30, 2011.
