Comments:
The University has negotiated an extension of the current lease with ASPIRA and submitted its request for approval from the Chief Procurement Officer for Higher Education as permitted by Section 40-15 (b)(5) of the Illinois Procurement Code. The three respondents to this solicitation will not be awarded a leasing contract.
The property has been designated as specialized space per (30 ILCS 500/40-15 (b) (4) of The Illinois Procurement Code. It is an educational facility with shared classroom and support space developed between the University and ASPIRA Inc. of Illinois. ASPIRA, the property owner, is a not-for-profit Latino serving charter high school with whom NEIU partners in a University transition program.
The property currently houses the El Centro campus. El Centro provides educational, career, and cultural opportunities primarily, though not exclusively, to the Latino community. It makes available the general education program of the University to students and also offers courses for the Educational Leadership Program leading to a Masters Degree and Illinois Type 75 Certification for educators working in bilingual schools and programs for teachers with research interests in the Latino community.
The current ten year lease terminates after June 30, 2012. An extension of the current lease is necessary to continue the academic mission of El Centro while a new, permanent El Centro facility is under construction.
The lease duration is of one-year with a renewal option of up to one year in length. The first year rental rate of $10.16 per sq. ft., or $228,600 on an annual basis. A renewal option of up to one year is available at $10.52 per sq. ft. or $236,700 on an annual basis. The lease contains a ninety day termination notice clause.

The University wishes to lease educational classroom and office space located at a defined northwest City of Chicago area for a period of 5 to 10 years. This property will be used for the NEIU El Centro Educational Center.
El Centro provides educational, career, and cultural opportunities primarily, though not exclusively, to the Latino community.
The preferred location for the El Centro campus is a northwest side of Chicago neighborhood with a high percentage of Latino population such as Humboldt Park, Logan Square, Avondale, Hermosa, and Kelvyn Park. Leased property should be located between Irving Park Avenue on the North, Division Street on the South, California Avenue on the East, and Harlem Avenue on the West. The lease location must be within one-half mile of at least one public transportation stop and ten minute access to major expressways. Secured parking for at least 100 cars must be available.
Proposals must be submitted in accordance with the solicitation documents. Any proposal must be accompanied by evidence of ownership or authorization to represent ownership. The initial term of the lease shall be for five years, with the option to renew for up to five additional years. The maximum lease term is ten years.
