The University awarded a contract for Licensing and Support for Banner ERP to Ellucian Company, L.P., Malvern, PA, for an estimated $188,641.
Northeastern Illinois University (NEIU) currently contracts with Ellucian Company LP for its ERP Banner system, under an eight year sole source contract (3/1/2016 through 2/28/2024), Bulletin #ERP2016. The original contract includes ?perpetual? Banner ERP software licenses for the finance, human resources, payroll, student information, financial aid, and enterprise portal system modules.
After a review of our current business processes and Banner capabilities, it was determined that additional module functionality is required for NEIU?s IT modernization program. Ellucian?s ERP Banner system offers the following modules that NEIU would like to integrate with the current operational modules in order to realize efficiencies in our day to day operation:
In addition to implementing these additional modules, NEIU would also like to change the current licensing model from perpetual licenses, to term licenses (known as Modernization). The advantage of switching to the term licensing model is that NEIU will get a 20% discount when adding the above modules.
The University has a need to purchase additional Ellucian modules that NEIU would like to integrate with the current operational modules:
1. Ellucian Degree Works
2. Ellucian Degree Works Transfer Equivalency
3. Ellucian Analytics
4. Ellucian Intelligent Learning Platform
5. Mobile Platform (Potential add on)

The end result of Purchasing the modules from Ellucian will ensure:
1. Minimal disruption to operational business, at the University.
2. Continuity of business services as an entirely new ERP implementation is cost prohibitive. In addition, we do not have the internal resources, neither technical nor functional, to embark on such an endeavor.
The university, on information and belief, has concluded that only one vendor can meet its need or can meet the need economically. That vendor is Ellucian Company, L.P. The university has provided detailed justification to support its conclusion as shown on the attached Sole Source Justification Form.
Although the university has presented this as a sole source procurement, we are seeking competitive information from firms with the capability of meeting the university?s need (even if performed in a manner different from what has been presented) to contact us and provide sufficient information to show the need can be met. If we receive that information, the Chief Procurement Officer will offer a public hearing to consider the matter. Hearing information is described below.
The University has determined that this purchase is only economically available from this source because the critical changes to an existing contract are necessary and best accomplished by the contract holder.

We will hold a public hearing at the date, time and location specified below, if we
receive a request to testify regarding the sole source determination. We will also
hold a hearing if any vendor submits a signed statement showing the capability to
provide the stated supplies/services at or below the amount indicated.
The public hearing allows any interested party the opportunity to testify for or against
the sole source determination as described in this notice. The purpose of the hearing
is to receive information from the public in a reasonable manner. Formal rules of evidence
will not apply. The hearing officer will produce minutes of the hearing and may record
it in order to aid in the production of the minutes. After conclusion of the hearing we
will decide whether the sole source determination was appropriate.
We must receive any request to testify and any vendor statement no later than the
registration date and time indicated below. If we do not receive a timely request or statement, we will not hold
the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
