Although McAllister & Quinn did not submit the lowest cost proposal, it has been determined that it is best qualified to represent Northeastern Illinois University in this grant consulting project. Its higher education practice division provides strategic federal and foundation grant prospecting and grant writing services that have delivered millions of dollars in external funding to clients, which exceeded that of the other Proposers in the federal government relations arena. This experience is advantageous to the University and outweights the pricing differential. McAllister & Quinn's cost is below the average for all proposals and is within University budget considerations.

Northeastern Illinois University is seeking proposals to assist in the development of a strategic matrix for grant development and in the preparation of competitive grants for external funding. The University intends to contract with a qualified consulting firm, or individual, to increase the number of major grant submissions for external funding through federal and foundation grant writing and related consulting services.

All questions that pertain to this solicitation must be in written form and submitted to the Solicitation Contact no later than Monday, April 28, 2014. Questions received and University responses may be posted as an Addendum to the original solicitation on the Bulletin; only these written responses to questions shall be binding on the University. Vendors are responsible for monitoring the Bulletin for Addendums and other updates.
