for architectural/engineering firms interested in providing professional services for the programming and preliminary design phases to construct an Education Building.

Project Description
Construct a new Education building of over 100,000 gross square feet that will include general and specialized classrooms and clinics/laboratories for undergraduate and graduate students, as well as teachers returning for special educational programs. The building will also include computer laboratories, a lecture/assembly hall, an educational research and professional development center, offices, other secondary and support spaces, and spaces for spontaneous student interaction and meetings in support of a student-centered environment.

Scope of professional services consists of programming, program analysis, design, bid document preparation, bidding assistance, and construction administration. Related commissioning services are to be provided during appropriate phases. Contract will be awarded on an incremental basis by phase or phases. Initial contract will be for program analysis and preliminary design phase only. This will include developing and organizing space requirements and performing functional and economic analysis for arrangement of desired functions in the Education Building. Services shall also include a final report for the selected solution, including supporting data, schematic plans, preliminary energy, site utility, and parking analysis, and a preliminary cost estimate.

Submittals must be received no later than 2:00 p.m., CDST, May 26, 2000 in the Purchasing Department, Room D-104. All information received must be submitted on the CDB Standard Form 255 (current edition) and additional pages are not necessary. See the CDB web page at (Forms and Publications). Do not use binders. Any incorrect, incomplete, or misleading information given on the Standard Form may result in the rejection of a submittal. Submit five copies. The number of individuals licensed in Illinois is of significant importance. Submittals by a joint venture will not be considered. There will be no time extensions of the deadline and submittals may not be faxed. Questions regarding this RFI may be directed to the Assistant Director of Purchasing, Susan Zoltek at 773/794-2754.

Requirements and Related Information Firms and their preferred consultants must be prequalified with the State of Illinois Capital Development Board (CDB) in the required areas of the scope of work. Firms and their consultants should have experience in remodeling and constructing University classrooms and specialized teaching spaces, with a minimum of three projects valued at 8 million dollars each within the last six years. Firms should have experience with a student/learner centered approach to University planning and be prepared to develop a commissioning program. Selection of design firms is not based on competitive but rather on the firm''s professional qualifications, experience and the expertise of key personnel to be assigned to the project. Consideration is also given to ability to complete the work in the time required, the firm''s existing workload, extent of work which must be subcontracted, the proposed method of accomplishing the project objectives and past performance. Northeastern Illinois University strongly encourages MBE/FBE/PBE firms to apply for selection as the contracting A/E or to seek participation in working as a consultant with another firm.
