Project Description
Northeastern Illinois University, in accordance with Public Act 87-673, is seeking professional architectural and engineering firms interested in providing services for the Computer Room CLS 3054 Modifications, Project No. 09-3054-0101 at Northeastern Illinois University, Chicago, Cook County, Illinois 60625.

PROJECT DESCRIPTION: This project consists of architectural, mechanical, electrical, and fire suppression improvements in the existing 850 sf computer room CLS 3054, for long term use as the University Computing /Network Distributed Services server location.

The work includes providing a new Uninterruptible Power Supply (UPS) System in room CLS-3055 to serve computer network and distributed services equipment in CLS 3054, with new electrical service for the UPS, and the distribution from the UPS to computer equipment in room CLS-3054. The capacity of the UPS system shall support the existing equipment load of more than 65KVA with a future growth capacity of at least 30%. The UPS system/software should have a modular and redundant design and allow graceful shutdown of the servers in case of power failure. The system should be able to distinguish between priority one devices and others or should support multiple levels of priority group when shutdown occurs.

This project also includes evaluation and modifications for additional ventilation, cooling capacity, and dust control as needed for rooms CLS-3054 and CLS-3055. Also to be evaluated and addressed are architectural features including ADA accessibility, room security, fire suppression systems that will minimize equipment damage, cable management and other related issues based on applicable codes, industry insurance requirements, and best computer room practices. This project does not include design or installation of computer equipment and furniture.

SERVICES: The scope of professional services consists of Program Analysis, Design, Programming, Design, Bid Document Preparation, Bidding Assistance, and Construction Administration. Related Commissioning services are to be provided during the appropriate phases. It is the intent to award contracts on an incremental basis by phase or phases. Initial contract will be for the programming and preliminary design phases only. This will include developing and organizing requirements and performing functional and economic analysis. Services shall also include a final report for the selected solution, including supporting data, schematic plans, and a preliminary cost estimate.

ESTIMATED PROJECT COST: The current estimate for project construction is $500,000, excluding architectural and engineering services. This total is based, in many cases, on anticipated equipment usage that likely will change as a result of Program Analysis and Schematic Design Phase.

DEADLINE: Four copies of submittals must be received no later than 10:00 AM local time, 5 October 2005 in the Northeastern Illinois University Purchasing Department, 5500 North St. Louis Avenue, Chicago, Illinois 60625-4699. All information received must be submitted on the CDB Standard Form 255 current edition (July03), additional pages are not necessary. See CDB web page at www.cdb.state.il.us/ (see Reference Library). Do not use binders. Any incorrect, incomplete or misleading information given on the CDB 255 Form may result in the rejection of a submittal. The number of individuals licensed in Illinois is of significant importance. Submittals by a joint venture will not be considered. There will be no time extensions of the deadline and submittals may not be faxed. REQUIREMENTS AND RELATED INFORMATION: Firms and their preferred consultants must be prequalified with the State of Illinois Capital Development Board (CDB) in the required areas of the scope of work. However, this project will not be administered by the Capital Development Board and all contracts will be with Northeastern Illinois University. Firms and their consultants must have experience in programming, remodeling and constructing computer room facilities, with a minimum of three projects within the last six years, each valued at a minimum of $300,000. Firms should have experience with public institutional clients, construction in the City of Chicago, and be prepared to develop a commissioning program. Selection of design firms is based on the firm's professional qualifications and experience, and the expertise of key personnel to be assigned to the project. Consideration is also given to ability to complete the work in the time required, the firm's existing workload, extent of work that must be subcontracted, the proposed method of accomplishing the project objectives and past performance. Northeastern Illinois University strongly encourages MBE/FBE firms to apply for selection as the contracting A/E or to seek participation in working as a consultant with another firm.
