Northeastern Illinois University in accordance with Public Act 87-673, is seeking professional design firms interested in providing services for a Combined Parking & Auxiliaries Facility at Northeastern Illinois University, Chicago, Cook County, Illinois 60625.

PROJECT DESCRIPTION:

This project provides for the construction of a dual purpose facility on the University's main campus at 5500 N. St. Louis Avenue, in order to alleviate the current shortage of parking, administrative, and academic facilities. This structure is envisioned to provide approximately 700 parking spaces for students, faculty, staff, and guests, and approximately 60,000 gross square feet of finished space to be utilized by the University for administrative and classroom purposes. The estimated total project cost is $24 million.

SERVICES:

The scope of professional services consists of Programming, Program Analysis, Design, Bid Document Preparation, Bidding Assistance, and Construction Administration. Related Commissioning services are to be provided during the appropriate phases. Contracts will be awarded on an incremental basis by phase or phases. Initial contract will be for the Program Analysis and Preliminary Design phase only. This will include developing and organizing space and programmatic requirements and performing a functional, site selection and economic analysis. Services will also include a final report for the selected solution including supporting data, schematic plans, and a preliminary cost estimate. Construction is expected to begin within one year of award of this initial professional services contract. It is anticipated that this project will require Architectural and various Engineering services to include specialists in parking/transportation matters.

DEADLINE:

Submittals must be received in 3 copies, no later than 10:00 a.m., local time, January 7, 2003, in the Northeastern Illinois University Purchasing Department, Bernard Office Building, 5500 N. St. Louis Avenue, Chicago, Illinois 60625-4699. All information received must be submitted on the CDB Standard Form 255 current edition (June 27, 2002), additional pages are not necessary. See the CDB web page at www.cdb.state.il.us/ (Forms and Publications). Do not use binders. Any incorrect, incomplete, or misleading information given on the CDB 255 Form may result in the rejection of a submittal. The number of individuals licensed in Illinois is of significant importance. There will be no time extensions of the deadline and submittals may not be faxed. REQUIREMENTS AND RELATED INFORMATION:

This project will not be administered by the Capital Development Board and all contracts will be with Northeastern Illinois University. Firms and their consultants should have experience in remodeling and constructing similar facilities, with at least 3 projects valued at a minimum of $12 million each during the last six years. Firms should have experience with a student/learner centered approach to university planning and be prepared to develop a commissioning program for the facility. Design and construction experience in an urban area is highly desirable. Selection of design firms is based on the firm''s professional qualifications and experience, and the expertise of key personnel to be assigned to the project. Consideration is also given to the ability to complete the work in the time required, existing workload, extent of work that must be subcontracted, the proposed method of accomplishing the project objectives, and past performance. Northeastern Illinois University strongly encourages MBE/FBE/PBE firms to apply for selection as the contracting firm, or to seek participation in working as a consultant with another firm.
