Project Description
Northeastern Illinois University, in accordance with Public Act 87-673, is seeking professional architectural firms interested in providing services for Building F and E Remodeling/Expansion, at Northeastern Illinois University, Chicago, Cook County, Illinois 60625.

Remodel and expand the existing 16,700 gsf Building F to 23,600 gsf. Enlarge the current 110 seat theater and remodel the adjacent classroom/rehearsal room to also facilitate black box type performances. Remodel all performing arts teaching support facilities including dressing rooms and green room, backstage washrooms, and provide for adequate space for constructing and storing props and costumes.

Remodel and modernize 3,200 gsf of various support and administrative facilities located in the west end of Building E that currently house editing rooms and offices for Media Services. Program Analysis will include determining the feasibility of integrating University Television Services with the proposed Speech Department television laboratory.

Services
Scope of professional services consists of programming, program analysis, design, bid document preparation, bidding assistance, and construction administration. Related commissioning services are to be provided during appropriate phases. Contract may be awarded on an incremental basis by phase or phases. At a minimum, the initial contract will be for the program analysis and concept design phase. This will include developing and organizing space requirements and performing a functional and economic analysis. Services shall also include a final report for the selected solution, including supporting data, schematic plans, and a preliminary cost estimate.

Estimated Project Cost
The project budget is $6,200,000 including architectural and engineering services.

Four copies of submittals must be received no later than 2:00 p.m., Monday, 28 November 2005 in the Northeastern Illinois University Purchasing Department., 5500 North St. Louis Avenue, Chicago, Illinois 60625-4699. All information received must be submitted on the CDB Standard Form 255 current edition (July03) additional pages are not necessary. See CDB web page at www.cdb.state.il.us/ (see Reference Library). Do not use binders. Any incorrect, incomplete or misleading information given on the CDB 255 Form may result in the rejection of a submittal. The number of individuals licensed in Illinois is of significant importance. Submittals by a joint venture will not be considered. There will be no time extensions of the deadline and submittals may not be faxed. Requirements and Related Information
Firms and their preferred consultants must be prequalified with the State of Illinois Capital Development Board (CDB). Firms and their consultants should have experience in programming, remodeling and constructing university speech and performing arts production, teaching and support facilities, with a minimum of three projects valued at four million dollars each, within the last six years. Firms should have experience with a student/learner centered approach to university planning, public institutional clients, construction in the City of Chicago, and be prepared to develop a commissioning program. Selection of design firms is based on the firm's professional qualifications and experience, and the expertise of key personnel to be assigned to the project. Consideration is also given to the ability to complete the work in the time required, the firm's existing workload, extent of work which must be subcontracted, the proposed method of accomplishing the project objectives and past performance. Northeastern Illinois University strongly encourages MBE/FBE firms to apply for selection as the contracting A/E or to seek participation in working as a consultant with another firm.
