This Notice supplements the notice published Wednesday August 13, 2014 relating to the concession award made to American Campus Communities, as developer to conduct pre-development planning activities for a student residence project. As referenced in said notice, the on-going student housing services pursuant to the concession will be provided by a wholly owned subsidiary of Collegiate Housing Foundation, a 501(c)(3) (the “Student Housing Company”). The Student Housing Company will be lessee under a ground lease with the University and will engage the developer and the contractor to build the project, and will finance the project through bonds issued by the Illinois Finance Authority. The University will be entitled to net revenue from the project. To support the University’s student housing initiative and its initial implementation through this concession arrangement, the University will agree to make an up front financial contribution to support the tax-exempt financing for the Project, and will agree to provide to the Student Housing Company contingent financial support relating to the financing.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

This solicitation will be awarded as a concession in accordance with 30 ILCS 500/53-25. The University will enter into a $0 interim services agreement with developer American Campus Communities to conduct pre-development activities for a student residence project. Subsequently, the University will enter into a public-private arrangement with a wholly owned subsidiary (limited liability company) of Collegiate Housing Foundation, a national 501(c)(3) corporation, to develop and operate housing (and related facilities) on the University owned property. Pre-development activities shall be initially funded by the developer and reimbursed to the developer from financing proceeds at the closing of the Illinois Finance Authority project bond issue.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

Northeastern Illinois University (NEIU) is accepting proposals from qualified firms to pursue a public-private partnership arrangement for development of a comprehensive, multi-phased University student housing program. Development will include housing both on campus and adjacent to the main NEIU campus. It is expected that both developments will include residential and retail space.

The development is intended to address the residential needs of a diverse student population ranging from first-year students through upper class / graduate students both on and adjacent to the main NEIU campus, located on the Northwest Side of Chicago. The project is fundamental to NEIU's efforts to recruit and retain local, national and international students. Requirements are provided in the attached RFP documents.
