The University awarded a contract for NEIU Website Development Project to Carnegie Dartlet, LLC., Westford, MA, for an estimated $214,000.
Website redesign/content strategy: The overall goals for this project are to improve the user journey, improve the user experience, and to review internal workflow and approval processes for content production. The required services are of great importance to NEIU enrollment and retention of students because: 1) The website is the most significant marketing tool for NEIU, with prospective students and their parents as the primary audiences 2) The website must maintain a clean design and simple navigation that provides a more efficient user experience 3) The website content must clearly reflect NEIU's mission and effectively communicate the necessary tools for student success.

This website revamp project will bring the NEIU website into alignment with best practices as it relates to design, user experience, and content strategy. Students will be able to navigate the website more efficiently and find the information they need more quickly. The website content will focus primarily on the needs of external audiences (prospective students, parents, alumni, etc.) rather than the preferences of internal departments. The website will be in better compliance with SEO (Search Engine Optimization) and Accessibility standards. Services are required by August 1, 2023 before the new semester starts.

The University has determined that this purchase is only economically available from this source because the compatibility of equipment, accessories, replacement parts, or service is a paramount consideration.

We will hold a public hearing at the date, time and location specified below, if we receive a request to testify regarding the sole source determination. We will also hold a hearing if any vendor submits a signed statement showing the capability to provide the stated supplies/services at or below the amount indicated.

The public hearing allows any interested party the opportunity to testify for or against the sole source determination as described in this notice. The purpose of the hearing is to receive information from the public in a reasonable manner. Formal rules of evidence will not apply. The hearing officer will produce minutes of the hearing and may record it in order to aid in the production of the minutes. After conclusion of the hearing we will decide whether the sole source determination was appropriate.

We must receive any request to testify and any vendor statement no later than the registration date and time indicated below. If we do not receive a timely request or statement, we will not hold the hearing. We reserve the right to cancel the procurement prior to any scheduled hearing.
