The Board of Trustees of Northeastern Illinois University hereby requests sealed bids for construction work on the Parking Facility project.

The University has extended the bid opening time for pre-qualified general contractors ONLY on Monday, March 22, 2004 from 11:00 am to 3:00 pm.

The University has extended the bid opening date for pre-qualified general contractors ONLY to Monday, March 22, 2004 at 11:00 am prevailing time. The bid opening for assignable contractors remains on Wednesday, March 17, 2004 at 2:00 pm.

The University has waived the requirement for mandatory attendance at the pre-bid meeting on March 9, 2004 for the plumbing division of trade ONLY. The University will accept bids from plumbing contractors who have not attended the meeting. Other assignable contractors will be required to have attended the pre-bid meeting.

The bid opening date for the assignable contractors remains Wednesday, March 17, 2004.

Project Description
Northeastern Illinois University is seeking contractors to furnish all necessary labor, material, and equipment required to complete the project known as the Parking Facility, consisting of a five-level parking structure constructed of pre-cast concrete. The garage will contain approximately 1050 parking spaces on five levels (grade level plus four supported levels). The deck will be a pre-cast multi-floor concrete structure with four parking bays. The perimeter walls will be full height, load bearing structural pre-cast panels approximately 12 feet in width. The panels will be faced with thin brick infill and will have haunches to support typical 12 foot "Chicago" double tees. The double tees will be pre-topped. The middle south ramped bay of double tees will be supported by pre-cast stitch walls on each of the interior column lines. The north interior column line will be supported by pre-cast columns and spandrels.

Parking spaces are 8 feet 6 inches wide by 19 feet deep and utilize 90 degree parking. An underground tunnel will be constructed as part of this project to connect the northeast corner of the garage to the utility tunnel for extension of high temperature hot water, electrical, and communication utilities. The project also includes the widening of the north-south access road on the western edge of the University, from Bryn Mawr to south of the garage. The widening will include adding a third lane and reconfiguring the islands and entrances to the parking lot. The east half of the north bay of the structure at grade will house the Public Safety Office. The build-out of this space is not in this contract and will be bid and constructed under a future contract.

Phasing and Staging
The purpose of the project is to address a critical need for additional parking at the University. Because the garage is being constructed in an existing parking lot, the phasing and staging of the project is critical to the ongoing operation of the University. It is the intent of the University to construct the southern two bays of the parking garage first (Phase I) and open them for parking as soon as possible. Construction will continue without delay and the northern two bays (Phase II) will open immediately after Phase I. Timing is of the essence and the construction contracts will be structured with incentives and disincentives to encourage early completion.

In addition, availability of the north-south access road will be severely limited to University personnel and students during the Summer semester to facilitate construction activities.

The bid opening for qualified assignable contractors is March 17, 2004 in the Purchasing Department at the Bernard Office Building located at 5555 N. Bernard at 2:00 pm prevailing time for the following work: Heating and Ventilating, Plumbing, and Electrical.

A mandatory pre-bid meeting will be held for all prequalified General Contractors and all Assignable Contractors on March 9, 2004 at 1pm in Alumni Hall of the University Student Union Building.

Bid securities will be as follows: Heating and Ventilating - $5000; Plumbing - $15,000; Electrical - $60,000; and General Contractor - $530,000.

Obtain bidding documents after March 2, 2004 on the main campus of Northeastern Illinois Unversity, 5500 N. St. Louis Ave., Chicago, IL 60625 in the Facilities Maintenance Building; 773-442-5230; no deposit required.

Bids will be received up to the hour of 2:00 PM local time, on Wednesday, March 17, 2004. Immediately after closing time for receiving bids, they will be opened publicly and read.
