for financial advisor and underwriting services (Request # 0010KSRLC).

The University is seeking proposals from qualified firms to serve as financial advisor and underwriter related to refunding of outstanding revenue bonds. The purpose of such refunding is to achieve debt service savings, if available, over the term of the bonds.

Respondents must evidence extensive experience in similar financing activity, have strong knowledge of laws and regulations affecting Illinois public universities as they relate to issuing debt, and have knowledge of debt financing at Northern Illinois University. Respondents must provide a listing of services to be provided as financial advisor. Underwriter will select bond counsel and indicate in their Proposal if cost is included, or what cost is expected to be if not included. Proposal should provide an outline and methodology for soliciting and selecting other services necessary to the issue, such as bond insurance, trustees, and other related costs, which should be estimated and outlined in the proposal.
