for bond counsel for program to refund outstanding bonds (Request # 0011KS).

The University is seeking a firm to handle legal services and bond counsel duties involved in a refunding of outstanding bonds. The selected firm will be working closely with the University's staff, the underwriter, and other members of the team to ensure the transaction is completed and complies will all applicable laws and regulations. Respondent is expected to have extensive knowledge of similar financing programs, strong knowledge of the laws and regulations affecting Illinois public universities as they relate to issuing debt, knowledge of debt financing at Northern Illinois University, and the ability to meet the University's schedule. This will be for a contract term not to exceed five years, with a contract for general on-going advice and services, and separate contracts for each future debt issue during the five years.

Respondents should provide an outline of how fees related to the anticipated refunding will be determined; an outline of fee structure for miscellaneous debt-related services; and how fees will be determined for future debt issues. (Submitted by Kathe Shinham, State Purchasing Officer.)
