NIU is accepting submittals of qualifications by architects for a facility master plan including program analysis, preliminary design and estimation. Within the scope of work is the renovation of the Holmes Student Center (approximately 380,000 GSF) on NIU's DeKalb Campus. The project will require assessment of existing conditions and coordination with university staff to design a working master plan that will act as a guide for NIU to be implemented over the next decade in a series of phased construction projects. The selected firm must provide:

  • A comprehensive master plan for the Holmes Student Center
  • Estimates of anticipated construction costs
  • Alternative program solutions with schematic design drawings
Schedule
The desired planning period will begin in the summer of 2004, with a building master plan being complete for submittal prior to January 2005.

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualifications. However, the project will be administered by NIU, not the CDB. Supplemental submittal information is optional. Please include the following:
  • Resumes of key project personnel
  • Evidence of prequalification with the Capital Development Board (CDB)
  • References
  • Descriptions of similar, previously completed projects
  • Information regarding current workload and availability
A selection committee has been established by the University to review those firms that indicate an interest in this project. The committee will evaluate all submittals and recommend a preferred firm based on the following weighted evaluation criteria:
  • 50%Successful completion of similar building master plan projects
  • 20%CDB and state university experience
  • 20%Responses of references listed on CDB SF255
  • 10%Minority and female business enterprise involvement
Submittal Due Date: April 16, 2004, 4:30 p.m. local time
