This project was advertised by NIU but handled by the CDB. An architectural firm has been chosen. The contract has been signed by the vendor, but not by the State, since funding has not yet been released.
The University award process may be delayed up to thirty days as this award goes through a state approval process.

Project Description
NIU is accepting submittals of qualifications by engineers for program analysis, preliminary design, estimation and preparation of plans and specifications for bidding. Within the scope of work is the design of a central air-conditioning system for the Social Science Research Institute (SSRI) building, an NIU building in the City of DeKalb. The SSRI building is a 1920s construction, approximately 36,000 GSF, with boiler/fin-tube heat and window air conditioners. The selected firm will need to exhibit expert knowledge of air-conditioning installations retrofitted in historic facilities. Selected firm must provide:
  • Estimate of anticipated construction costs
  • Alternative program solutions
  • Construction documents for bidding
  • On-site observation during construction

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualification. The project will be administered by the Capital Development Board. Please include the following:
  • Resumes of key project personnel
  • Evidence of prequalification with the Capital Development Board (CDB)
  • References
  • Descriptions of similar, previously completed projects
  • Information regarding current workload and availability
A selection committee has been established by the University to review those firms that indicate an interest in this project. A recommendation will be made to the Capital Development Board to execute a professional services contract with the most preferred firm selected by the committee. This committee will evaluate all submittals and recommend a preferred firm based on the following, weighted, evaluation criteria:
  • 50% Successful completion of similar air-conditioning projects
  • 20% CDB and state university experience
  • 20% Responses of references listed on CDB SF255
  • 10% Minority and Female Business Enterprise involvement
