NIU is accepting submittals of qualifications by environmental consulting companies to provide all aspects of environmental services. Qualified consultant shall have a Certified Industrial Hygienist (CIH) on staff to design and manage asbestos abatement projects, air sampling, bulk material sampling, oversight for indoor air quality, or industrial hygiene investigations and surveys, and other health and safety related consulting services. Analytical laboratories retained by the qualified consultant shall be NVLAP accredited and AIHA certified. Proof of laboratory accreditation and certification shall be submitted in project reports.

Schedule
The above services will be performed and provided as needed, and may include emergency response services, as determined by NIU Environmental Health and Safety.

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualifications. The work, however, will be administered by NIU (not CDB). Supplemental information should not be submitted and will not be used in the review of qualifications. Please include the following:

  • Resumes of key personnel
  • Professional registrations/certifications (e.g., CIH, CHMM, CSP certifications, licensed asbestos designers, building inspectors, management planners, APM, ASP, etc.)
  • Experience modification rates, OSHA 300 logs, and regulatory citation history (NIU may request associated supplemental explanatory information)
  • Letter of prequalification with the Illinois Capital Development Board (CDB)
  • References
  • Descriptions of similar, previously completed work
  • Information regarding current workload and availability
A selection committee has been established by the University to review those firms indicating an interest in providing these engineering services.

The committee will evaluate all submittals and recommend a preferred firm to the University administration for fee negotiation based on the following, weighted evaluation criteria:
  • 25% Successful completion of similar services
  • 20% Professional certification and experience of key personnel
  • 20% State University experience
  • 10% Strategy statement on asbestos abatement
  • 10% Number of years in business as environmental business firm (minimum of five years experience required)
  • 10% Minority and Female Business Enterprise involvement
  • 5% Liability insurance ("occurrence" type required)
