NIU is accepting submittals of qualifications by architects for program analysis, preliminary design, estimation and preparation of plans and specifications for bidding. Within the scope of work is repair of exterior limestone surfaces on Swen Parson Hall on NIU's DeKalb Campus. The project will require assessment of existing conditions, expert knowledge of limestone construction techniques and recommendations for repair and/or reconstruction methodologies. Selected firm must provide:

  • Estimate of anticipated construction costs
  • Alternative program solutions
  • Construction documents for bidding
  • On-site observation during construction
The desired construction completion is before winter 2004.

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualification. The project will be administered by the Capital Development Board. Please include the following:
  • Resumes of key project personnel
  • Evidence of prequalification with the Capital Development Board (CDB)
  • References
  • Descriptions of similar, previously completed projects
  • Information regarding current workload and availability
A selection committee has been established by the University to review those firms that indicate interest in this project. A recommendation will be made to the Capital Development Board to execute a professional services contract with the most preferred firm selected by the committee. This committee will evaluate all submittals and recommend a preferred firm based on the following, weighted, evaluation criteria:
  • 50% Successful completion of similar stone repair projects
  • 20% CDB or State University experience
  • 20% Responses of references listed on CDB SF255
  • 10% Minority and Female Business Enterprise involvement
