Project Description
NIU is accepting submittals of qualifications by interested civil engineers to provide engineering services for several different roadway and parking lot construction and/or reconstruction projects including but not limited to Lot W, and Lot X at the DeKalb Campus. The University anticipates selecting several qualified firms to provide services on one or more of the different projects.The scope of services will include but may not be limited to:
  • Topographical survey
  • Geotechnical investigation
  • Storm water runoff and control
  • Program analysis
  • Preliminary design with cost estimation
  • Preparation of construction plans and specifications for bidding with cost estimation
  • Field observation during the construction
The consultant will work with NIU's Campus Planner to integrate new green space areas into the project.

Schedule
The desired planning period will begin late February 2006, with all bidding documents complete for submittal mid April 2006, and construction to commence in mid May 2006 followed by project completion on or before August 1, 2006. The successful qualified consultant will indicate the ability to adhere to the desired project schedule.

This project is being handled by Thomas Wroblewski, Architectural & Engineering Services, NIU, and responses must be submitted directly to his office. Procurement Services is handling the advertisement only.

Submittal Requirements
Use of the CDB Standard Form 255 is required for submittal of qualifications including similar projects and references. This project will be administered by NIU, not the CDB. Supplemental information should not be submitted and will not be used in the review of qualifications. Please ensure the following are included on the SF255:

  • Project team and specific duties on the project
  • Resumes of project team personnel
  • Descriptions of similar, previously completed projects
  • Current references including names and phone numbers
Submit the following additional information separate from the SF255:
  • Evidence of prequalification with the Capital Development Board (CDB)
  • Evidence of prequalification with IDOT
  • Detailed information regarding current workload and availability
A selection committee has been established by the University to review those firms that indicate an interest in these projects. The committee will evaluate all submittals and recommend the preferred firms based on the following, weighted, evaluation criteria:
  • 50% Successful completion of similar engineering projects
  • 20% CDB and state university experience
  • 20% Responses of references listed on CDB SF255
  • 10% Minority and Female Business Enterprise involvement
