SIUC proposes to study the feasibility of building and operating a coal gasification power plant.

The Board of Trustees of Southern Illinois University requests letters of interest from architects/engineers to provide professional services for the proposed construction of a new coal gasification power plant.
The study will address the following topics:
  • Potential end-user demand which in turn will determine plant size and construction costs and provide a comparison of costs associated with the production vs purchase of the utility
  • Prospective location(s)
  • Permits required
  • Site development including infrastructure, access and distribution of end product, extraction of bi-products and availability of raw materials
  • Economic implications for the State of Illinois, the Illinois coal industry, cost savings for end users, and temporary and permanent employment
The report will provide the foundation for a follow-up detailed engineering design package, a power distribution plan, and will identify critical environmental and site preparation steps. The report will identify all significant technological and regulatory barriers to the project.
The following project related criteria will be used to evaluate the firms requesting consideration for selection:
  • Prior experience with similar projects
  • Appropriate staff size and disciplines
  • Prior performance of firm and its consultants with completed projects at Southern Illinois University and with other State higher educational institutions
  • Participation in a minority and female business enterprise program

  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.

Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).
