The Board of Trustees of Southern Illinois University hereby requests letters of interest from architects/engineers to provide professional services for the following University project:

Project Name: Elevator Upgrades
Project Budget: $300,000

Description of Project

Prior to 1972, many hydraulic elevators were installed with buried cylinders of the old flat-bottom design. These cylinders were constructed with a single flat plate welded on the cylinder. After 1972, these cylinders were required to be double walled. There have been incidences of failure of the welds on the flat plate due to corrosion and/or electrolysis that has resulted in the plate failing. This can result in a large amount of oil exiting the cylinder at one time, causing the elevator car to descend at a very fast rate, endangering any passengers in the elevator. The new 2000 ASME A17.1 Safety Code for Elevators and Escalators requires all flat bottom cylinders to be either replaced or provided with a cylinder braking system. This project would replace the cylinders on sixteen elevators identified as being installed prior to 1972.

The buildings for the elevator single bottom cylinder replacement passenger (prior to 1972) includes: Allyn Building, Communication Bldg., Faner A, Faner B, Faner C, Lawson Hall, Rehn Hall, Wham Building, and Anthony Hall.

The buildings for the freight replacement include: Agriculture Building, Life Science II, Physical Plant, and the Communications stage life.

The design and construction budgets are as follows:

  • Design Budget: $30,000
  • Construction Budget: $270,000
Only those firms, which meet the following qualifications, will be considered for selection:
  • Licensed to practice as an architect/engineer in the State of Illinois.
  • Prequalified with the State of Illinois Capital Development Board CDB).
The following project-related criteria will be used to evaluate the Consulting firms requesting consideration for selection:
  • Prior firm experience with similar projects.
  • Appropriate staff size and disciplines.
  • Prior performance of firm and its consultants with completed projects at Southern Illinois University and with other State Higher Educational Institutions.
Consulting firms should submit six copies of their letter of interest, documentation of qualifications, and current CDB Form 255, by December 22, 2003, addressed to:
